I saw someone walking around with a flashing message saying "Commander of green pie" ????..is it a glitch?

It is. The message there has a certain amount of characters, which when you move, when the client tries to catch up, it sometimes re-positions the text so that the text doesn't go out of the bubble, which is an error. So the client puts it back the way it was, and repeats until the penguin stops moving.
